Quayside is an approximate 4.9-hectare (12-acre) development site situated along Toronto’s eastern waterfront, within walking distance of the vibrant central business district. Waterfront Toronto is looking for an Innovation and Funding Partner to help create and realize an unparalleled vision for Quayside, and to materially contribute to project funding. When complete, Quayside is envisioned as an exemplary waterfront community that achieves precedent-setting standards of sustainability, resiliency, innovation, inclusivity and design excellence.


Toronto is consistently a top-ranking city in terms of global competitiveness, innovation and quality of life. It is the fourth largest city in North America and continues to attract more than 100,000 new residents annually. As the downtown experiences sustained population and job growth, demand for space continues to outpace supply. In response, the city’s post-industrial waterfront is transforming into a compelling destination with a number of high-quality residential and commercial developments, best-in-class technology infrastructure, and vibrant public and cultural spaces.

The eastern waterfront, spanning more than 300 hectares (750 acres) and just minutes from downtown, represents the next stage of this transformation and presents a unique opportunity to create a variety of large-scale, mixed-use neighbourhoods. Few cities have such a large swath of undeveloped waterfront land in the heart of the city.


Quayside Development Opportunity

The first development area within the eastern waterfront is Quayside. At 4.9 hectares (12 acres), Quayside is ideally suited to pilot new solutions – such as emerging infrastructure models, building technologies and industry partnerships – to common urban challenges, including the imperative to address climate change and the increasing disparity in housing affordability. Our aim is to establish Quayside as an international showcase that will validate innovative solutions for inclusive housing, improved energy conservation and carbon reduction, resiliency, job growth and design excellence

Partnering Opportunity

We are looking for an Innovation and Funding Partner to help create and realize an unparalleled vision for Quayside, and to materially contribute to project funding. Together, we will conceptualize and plan the development of Quayside, identifying and defining the necessary partnership model, strategies, infrastructure, measurable outcomes and downstream partners that will ensure it is a globally-significant demonstration project that addresses key challenges:

  • Sustainability, Resiliency and Urban Innovation
  • Complete Communities
  • Economic Development and Prosperity

The project is aspirational, yet will also have a sound business rationale. Partnering at this early phase of the project does not preclude participation in future phases of waterfront development. There will be a number of opportunities to be involved as the project progresses from concept to implementation. Waterfront Toronto intends to remain engaged in the master development process, and work with multiple partners to make Quayside a reality.

This Request for Proposals (“RFP”) was an invitation by Toronto Waterfront Revitalization Corporation (“Waterfront Toronto”) to prospective firms to submit proposals for the Innovation and Funding Partner for the Quayside Development Opportunity. At this stage Waterfront Toronto is seeking innovation and technology partners, equity investors and infrastructure-oriented funds to help initiate the business plan and phasing strategy for Quayside. Vertical real estate development partners, such as developers, architects, planners and contractors, will be sought through subsequent RFPs. The RFP can be accessed here.

The deadline for interested firms with the requisite experience and resources to submit their proposals for this RFP was April 27, 2017. This opportunity is now closed and a Blackout Period remains in effect until the final contract is awarded.

To ensure that the procurement process is fair, open and transparent to all Proponents, there shall be no communication between Waterfront Toronto, its consultants or contractors and the Proponents during the Blackout Period, with the exception of the RFP Contact noted below. Lobbying during the procurement process will not be permitted and may result in disqualification.
